Just did one myself 3.3v rail capacitor. Diagnosed using hot and cold on capacitors to pinpoint problem. After replacing it worked and bad capacitor read correctly at 47uf but I guess had bad ESR. It wasn't bloated either. Can never trust an electrolytic like a politician.

Is the back light 3 rows each 7 bulbs connected two rows in parallel and one in series? If all bulbs in series the voltage required is 21x6 volt= 126 but it lits up at 70V hence my doubt.

Please change all the led strips otherwise the same problem may occur soon (because other led bulbs life will be reduced so same problem will occur again soon) Thanks
Your diagnosis bit confusing 1 St you said backlight not glowing & Measured backlight voltage is not boosting then why are you going to 12 volt & 5 volt lines instead of backlight section.
