More than natural floods, it is the stalemate against Ukraine that Russians are not "buying". Yes it has helped clean up Glasnost Generation of doubters through conscripted wastage. It has helped destroy vintage armament inventory and created opportunity for renewing with modernised stocks. It has helped clean out industrial corruption and update new-age policy , doctrines and procedures of economy and security. Russia needed this reality check shake up to improve.
