The whole point is that after Ryan's 3bet, Garrett is thinking he has a premium hand like KQ+. He knows he's losing to TT+, but there's a good chance that Ryan has completely wiffed the flop and is betting with ace high. I think the overbet on the turn was the cherry on top -- overbets often look like bluffs, because normally when you have a huge hand like KK you want to trap. Doug says that Ryan is a player who likes to bluff a lot so it's very tempting to go after him with a weak hand. Did not pay off for Garrett this time though. :P

His overbet on the turn performed two functions a) Nudge his range heavier into semi-bluff combos to lure in Garret and b) Leave a pot sized shove ready to go on river and expect to be called light.
