It's not clear if that applies to just "cloistered" Jades (presumably meaning the ones who lived in the breeding caverns?) or if all Jades are considered cloistered. Either way, though, it's a pretty raw deal for the Jades. Maybe it's because Jades' caste-assigned role of wriggler caretakers doesn't have much application in space, and it'd upset the system if any caste was assigned a position that doesn't align with their stereotypes. Or maybe the Dolorosa made the powers-that-be super-nervous about giving Jades any power. Or, given that Jades are innately tied to the Space aspect, which is itself tied to creation, this could have been orchestrated by Doc Scratch as a joke. Forcing the caste most connected to creation into enduring nearly lifelong celibacy would be another way for him to twist the knife in his quest to make Alternia as miserable a place as possible. He was kind of a jerk like that.

Time is all about the alpha timeline. Alternate timelines are a Mind thing, hence in this Friendsim, MC had the exact same powers as Terezi, making them a Seer of Mind. But they're probably not that, and we're not taking enough information into account.
