Once again Zelda and Hilda never warn Sabrina about the other realm's rules like she can't be able to vote until she figure out the family secret seriously it's like if they wanted to humiliated Sabrina on purpose.
Did you watch the clip? They literally said the family secret law was new, and previously the only rule was you had to know how to work a toaster (Toasters are how witches get mail from the Other Realm).
