I like your down to earth get stuck in approach to testing & repair. I wouldn't have guessed about the ripple on the IR either and would have gone along a different path of fault finding for that problem
Ive got the exact same tv with the exact same fault, after 5 or 6 years of use from new the power supply board caps bulge, two reasons this happens, 1 being bone idle and leaving the tv in standby all the time and 2 heat from the surrounding heatsinks, these tvs were made in the "capacitor plague" era most brands have similar faults but easily fixed if you know what you are doing. The main power supply board is made by hansol and these are known to give faults. If you want to permanently cure the problem fit a 40mm fan to the heatsink this will circulate the hot air and stop it building up. they are 1366x768 so are higher than 720p, these sets also have a very good picture

Tom can you explain a bit more about AC rippling , from what you explained I can understand you changed Scope to AC coupling and you saw the noise on the line is affecting the IR sensor, but I don't seem to quite understand if that's basically spurs which aren't filtered by the caps causing that . I can now recon myself this happens on most samsung tv's when there's specially noise on the lines (ripples) they somehow affect any digital circuit causing misbehaviours.
hi when im forwarding a program using remote it keeps forwarding the program which is a pain i keep pressing the stop button but no good sometimes it works please help freeview box bout a year old swapped it from living room to bedroom and found this problem
