it's a little confusing that they call it dirty power because solar power is cleaner than coal.

Any power coming onto the grid that’s not from the utility company during an outage would be considered dirty power in this case

Yes if you have the backup infrastructure the time of use/self consumption will automatically take place. The only difference is if the grid fails, without backup your system will turn off

Anything other than grid power would be considered dirty power during an outage
