This video shows how to setup FTP Server in Windows 10. FTP stands for File Transfer Protocol. We can access data anywhere from FTP Server. We have to install Internet Information Services (IIS) to use FTP service. After installing the IIS components to run an FTP server on PC, we need to create an FTP site.
We have to allow an FTP Server in Windows Firewall for Private and Public network.To access the FTP Server outside or from internet we need to have public IP address. I have done port forwarding for FTP (Allow the port number 21) in router.

I think it is a wireless dongle. You cannot do port forwarding. You only require the router device for this

without router & static ip address you cannot do port forwarding & access the ftp server from outside the network
