This video shows how to install SFTP/SSH Server on Windows using OpenSSH. I also demonstrated how to access SFTP/SSH Server online from public ip address. I have done port forwarding (SSH port 22) in Sonicwall firewall and Dlink wifi router.
To check OpenSSH features are available for install
Get-WindowsCapability -Online | ? Name -like 'OpenSSH*'
Install the OpenSSH Server
Add-WindowsCapability -Online -Name OpenSSH.Server~~~~0.0.1.0

Not require, but if you want to access the sftp server outside office then you need internet & public ip address
