It would have to have been from prior to 1964, because the program this was a part of, "Disneyland's 10th Anniversary", was filmed in 1964 and originally aired in the first weekend of 1965, and Walt was doing a lot of things for the World's Fair in '64, so my guess is that this was shot between 1961-'63.
It's amazing to see the view back then! Also this video shows what a tragedy Iran is in right now....even here in the 50s you can see how progressive and modern the Queen looks. Now because of radical islamic rule 80% of their land is littered with shell fragments either from mortar rounds or rifle rounds and they've taken such a large step back in terms of how women are treated and viewed.
And this was an excerpt of a segment of "Disneyland's 10th Anniversary", which first aired in January of 1965, complete with Walt's narration. It was part of a segment that featured highlights of Disneyland's first decade, basically from Walt's walking the orange groves that would eventually become part of Disneyland through the early 60s, which was probably when this was taken.
