The song is about being taken advantage of, unfortunately a lot of people can relate to that and Billie herself has been taken advantage of when she was 16. She was in a very mentally abusive relationship with a guy called Q and he was 22 at the time
so she stated in her british vogue interview that this song isn’t about a specific person but about the entertainment industry taking advantage of underage girls. in the song she says “and you swear you didn’t know. you said you thought she was your age, how dare you” and also says earlier that the underage girl is in “his clothes” and that she needs to get to class referencing she’s in high school. another big hint is when she says “will you only feel bad if it turns out that they kill your contract” referencing the entertainment industry. so this song is about bringing awareness to people in this industry that abuse their power to groom and hurt young girls

in this song billie refrences her ex boyfriend who was in his 20's (i'm not sure the exact age) and she was 16 and i believe their relationship was very toxic
Nobody really knows what the song is about or what it means to her. We will never know she made the song as something that people can relate to and she asked her fans to stop jumping to conclusions and saying it’s about her ex .
It’s in general about people that were groomed at a younger age and thought they love something but regret it when they’re older. I’m just pretty sure it’s not about her ex.
