Assumption of mine is based on the past. We all saw many Galacticos have come to Real Madrid cause they're spending lot of money on them ( Zidane,Figo,R9,Carlos,Beckham... Cr7,Benzema,Kaka,Bale..) There was speculation that RM is going to be banned for 2 transfer windows, but none of that happened. I mean it's just apsurd what football has become.
