The helmet is sentient and even individuals it chooses as worthy (like Kent Nelson) eventually have their minds and physical health eroded by the power, which why Kent Nelson wasn’t exactly mentally stable. In the comics, the helmet can be quite lethal to anyone unworthy of the power. Chloe wasn’t chosen by Nabu and was using the helmet for her own selfish desire to find Oliver. I suspect if Allison Mack had stuck around for more of season 10 instead of going off to torture women in her sex cult, then Chloe’s storyline may have dealt with the consequences of channeling Nabu’s power.
