Rotate the orange handle to adjust the tilt angle of the blue solar panel. The adjustment is necessary because the sun's orbit in the sky changes with the seasons. The first scene of the video illustrates this adjustment.
The blue worm receives motion from the brown motor to rotate the blue solar panel. This rotation is programmed to track the sun’s position during the day. The three last scenes of the videos illustrate this rotation.
As the pink beam rotates, the blue worm wheel will roll over the motionless blue worm, so the solar panel rotates slightly around its axis of rotation (in blue).
That small rotation has to be considered during programming for the brown motor.

I wouldn't do the raising arm that way, too much leverage. It needs to be a near straight vertical rise from the middle of the horizontal frame member, using a pivot point instead of a sliding rail under the panel. As is, there is way too much pressure on both the gears and the arm. In real world usage, what is pictured here would require more maintenance and eventually lead to failure unless it were completely enclosed to protect from the elements.

Hourglass ⌛ does only need gravity to be heavier than other side, you can use it to lift the panel from one side. After all it supposed to tilt along with 🌞

I think the motor will consume the excess energy produced by tilting the panels It would not be a wise idea

If that's the case, solar farm will not tilt their panels. The motor will not consume much as it will operates only when necessary.

Stepper motor which operates for ~ 20 s per hour will not consume any remarkable energy, compared to tens of watts produced by a solar panel. As there is a worm gear, there is no neet to keep stepper motor under power, beacuse the worm gear is a self blocking mechanizm. Few panels in a single frame can be also simultaneously driven by a single motor.
