This is one of this best with Dream Theater in terms of feel. Some of his work in his solo album may be better. But clearly, this takes the cake along with Learning to Live from the album.

No that's not phrygian that's dorian! 13 14 16 and then 13 15 17

The lick goes 13 14 16 13 15 16 (D & G string) then 16 18 20 - 16 18 20 - 17 19 21- 18 19 21 from D to high E. This is particularly challenging because the Phrygian shape is followed by the Mixolydian shape skipping the Lydian shape in between. These are all shapes btw. the song is in B I think

it's been 4 months since u commented, but just in case. from that slow bpm if u can master it at the slower pace 10 times in row, maybe 5 or 6, or even 20. move the bpm up 5. and repeat till you are up to speed. make it your daily practice just simply playing it for fun just dont get sloppy with it. another approach with bpm is after getting good at it at one speed after being able to get it perfect 5-10 times in a row is to only tune the bpm up by 2 or 3. the difference is so small that it sort of tricks your mind. gradually doing this is another possibility. hope this helps if u r still stuck on it.with solos like this were i cant play i part i just play it all at a manageable speed and when i feel it getting easy i try a little faster. although i probably shouldnt do it that way necessarily lol, but that's what i end up doing with tough solos.

Sorry for not answering before. That's exactly the key, play it extremely slow with a metronome and everyday increase the bpm just a couple beats. within a few months you'll definitely get better if you do this every single day.

+Kevin Rodriguez has nothing to do with the strings. make sure u r not bending too far, if ur strings r still new and they break then u mustve tightened them wrong. they shuld break from that. u can always go to thinner strings to make it an easier bend

its not the strings. Something is cutting it or rubbing. I've used 10-46 gauge Slinkys and now Elixers on my ESP since I got it in 99. I play at least 15 hours a week, every week. NEVER ONCE broke a string on that guitar. And I'm talking full and 1.5 step bends all day long. Its your guitar. Saddle, nut, or a burr on a fret. Use a magnifying glass.

well.....if it didn't break in any other fret from bending, then its the fret, maybe its a bit raspy of over use? Usually a string can hold up to 2 1/2 notes bend with no problem....probably up to 4 semi tones (I can even reach the 4th string area with no problem)
