The worst part is people don't understand that Animation isn't exclusively for Kids. Animation is a tool that allows one to unleash his creativity beyond the limitations of Live-action. Tell me what would be more economically feasible and allow more creativity? Casting Leonardo DiCaprio and Ben Affleck in a 5 min hand-to-hand fight or animating two characters that look like them fighting each other?

We're still very much in a culture that sees animation as a kid thing unfortunately. Mainstream cartoon are either obviously for kids or obviously for adults. Inbetweeners are hard to find outside of anime. Actually, there are things that could be seen as childish 10-20 years ago that are now more "normal", because the kids at the time are now adults with income that they can spend. Video games comes to mind, and especially Nintendo games since the characters are colorful and can attract children. So you're kind of in a weird space where you would like to use these characters for satire aimed at adult, but still have to deal with the fact that they could attract kids, even though they're not your audience.

Coppa went over like a lead balloon. I don't think an hour goes by where an entire new batch of videos doesn't hit youtube that SHOULD be deemed inaccessible by RU-vid's own definition, but they're here. Basically, the entire website is like a freeway where the speed limit is 65, but everyone is going 100. They pull over a few once in a while. I just feel bad for arts & crafts channels with 15 subscribers that are worried about whether or not they violated something by having a pastel Easter bunny in one of their vids. Meanwhile, there's some kid broadcasting his phone number on some other upload. Nice job!

Nobody relies on COPPA to make sure their kids don't watch what they're not supposed to... That's not what COPPA does. Parents being mindful of what their children watch would not change the situation because it's totally unrelated. COPPA literally does the exact opposite; it protects children from content they're supposed to see. COPPA exists to protect children from websites saving their information. Things like RU-vid channels specifically targeting children with child-friendly content. COPPA is just outdated. It requires websites to send a fax or mail requesting for permission to collect children's information.

I agree that RU-vid shouldn't collect data from kids, but what COPPA is doing is extending the definition of "Intended for children" to include "attractive to children" which is a huge problem. This is because things like animation is inherently more attractive to children than, say, live action, but not all animations are geared towards children, like South Park or the Simpsons. Furthermore, children usually watch a funny video versus a dry humorless video, which in COPPA's eyes make jokes attractive to children. My point is, COPPA is over broadening the range of their intervention in collection of data on children.
