Hello everyone and welcome back to Verde Beach! In this episode, Johnson Aggregates would like to change the phasing of its development but has one problem - they entered into a development agreement with the City. In this episode, I'll explain what development agreements are and how they are changed. We'll then develop a new neighborhood with mixed commercial uses and large-lot residential, meeting the need for higher-end residential uses serving the players and coaches of the Soccer/Football team.

Our city has recently been making a big deal about open air harbourside concerts. Would be cool to see some kind of public park-venue integration that connects that raised land at the corner with the river with the public land along the quay

I would love to see a transit focussed episode soon. I believe, that there are improvements for your metro and bus lines. A: The metro lines are all quite short so everyone has to change all the time which is a bit unrealistic. A solution might be to extent them in general and combine two shorter lines together. B: I do think, that you could implement new lines, especially to the Stadium district to connect it better to the other suburbs by bus or metro

I think it would be possible to rework the whole metro system because of the capacity the new vehicles provide. Some of the inter-line transfers were necessary because of game mechanics involving the 150 passenger vehicle limit being an issue on longer lines, but the new high capacity metros can eat demand like no tomorrow. I think that makes a 1 seat metro trip from Sterling Estates to downtown VB a viable option now

Adding on to say a sightseeing bus around the stadium district (but that doesn't try to connect to anywhere else) would be really nice to see as well. Almost like a day-of shuttle you see at lots of stadiums.

Definitely some reworking of the metro lines is in order such as changing some of the tunnels from 2 tracks to 4 tracks to provide express and local services

Considering the high end homes and neighborhood, Phase 5 would be a perfect spot for an exclusive high end country club complete with golf course , custom stables, pool, driving range, banquet hall and possible outside concert venue ( think Alpine Valley In good old Wisconsin) by the water. Or a horse track... maybe room for both ... Linden Terrace Country Club & Stables.

The pro team now has a stadium and housing for players. But doesn't it need a training facility? Would be a great addition without it needing to be extremely closely tucked in to the stadium.

I was thinking the exact same thing! Given that it's a football (*soccer*) stadium, it makes me think of some of the famous European training grounds like Carrington, St. George's, Ciudad Real Madrid, etc., many of which are away from the team's stadium. Could be a really fun addition.

The high school needs a soccer field if their parents are all professional soccer players. Maybe this could be dual purpose as the pro’s training field, which could be cool to think about. They train while their kids are in school and then the children play on the field after hours.

Maybe the private school in YLS is purchased by VBFC, the grounds are made into pitches, and it is adapted to a development academy and/or training facility? Having these in proximity to the club is common for MLS teams.

I don't know if that is the case in the US, but in Europe, the soccer players would never live close to the stadium. They would live in high ends neighborhoods in or outside the city. I feel that Sterling Estates is a perfect example of the type of neighborhood that would feel attractive for the players.

My mum died a couple of days ago, and we often discussed your channel (particularly your video on the pre-planned cities, so like Canberra where I grew up), so wherever you deem it appropriate, I would really love it if you could name one of your greener tree-lined streets "Susan Eyre [street etc]". I love how the city tour is close up or at least isn't the usual aerial perspective. I would love for the next city tours to be on street perspective to get the "feel" of the place. And like always, I love how this build turned.

I think the new area on the other side of the highway is a perfect solution and many business owners would be pleased with your amendments to phase 3 as more foot traffic would walk past their businesses. Hey CPP! I was thinking about a name for the next development phase/area, and I thought I would think about maybe some local history in the area. Amy LaFranc was the first female coach for the Verde Beach team that plays at the new stadium. To honor her, the name I think you should use is Amy LaFranc Square. Just a story I thought of.

Loving the phases so far of this part of VB! One suggestion though is that a level crossing into the new district is quite dangerous, with heavy use of both trains and cars. Might be a bit ugly but elevating the rail over the road makes a lot of sense from a safety standpoint - or better yet, tunnel it!

I think you've mentioned VB is supposed to be mix of CA, FL, and HI, and I while I can't speak to the other states I can tell you the CA public utilities commission would not approve a new at-grade crossing at the stadium district/Young Linden Square

The road should move not the rail. Rail infrastructure has to be much more gentle compared to road.

+1. Pretty heavy density through there. Would not expect to see any at-grade crossings in the district. It would alleviate both safety and traffic concerns. Not a ton of room for a bridge and some zoning would be lost but it's doable. Also enjoying the phased development!

Hey Phil, love hearing your takes on US planning laws. I'm trying to get into property development and reading some US planning laws makes me glad I'm in the UK. If you aren't familiar with UK planning laws, basically if you want to build anything. From a new neighbourhood on greenfield sites, to changing your windows in your own house, you need to submit plans to the local planning authority. They will invite local residents to raise concerns and objections to the planning, then will discuss in a public forum the concerns raised, or raise any additional concerns they might have, before either granting or refusing planning consent. Being refused doesn't mean the development can't happen, it just means it can't happen in the way it was submitted, and that if they address the issues raised, they might be given permission. There is no hard and fast rules for setbacks, parking, height restraints or occupancy rates. If you can convince the local planning authority to let you build a 70 story tower in a suburban neighbourhood, then you can. However sometimes people are refused the right to repaint their house a different colour because local residents object. Generally though, it is more flexible than the american system, but takes a lot longer to complete.

I have been looking at the UK system quite a bit and your assessment seems mostly correct. Imo, the US has over regulated and needs to step back a bit. Some regulation makes sense, some neighborhood input makes sense... Regulating until it's impossible to build anything unique and allowing neighbors to dictate what gets built isn't great. That said, it does make development predictable and fast. Give and take, I guess.

Worth noting that - at least in my area in the UK - we are seeing fewer and fewer planning applications getting submitted, whilst at the same time seeing a huge increase in planning violations. Seems like people are just doing what they want because there is little to no enforcement. In my town, multiple houses have built large permanent structures in their back gardens, annoyed their neighbours, and the local authority are just letting it slide. Classic example of laws not being followed because they aren't being enforced.

@@RampantFirefly Having worked in the UK planning system for a couple years (I conducted community consultations for developers) I can say it's still a very poor system. The 1947 TCPA really did a number on our ability to build anything (houses, infrastructure etc) hence the crisis we're in now, and why it has taken 30+ years for a water company to build a reservoir (localised planning for nationally significant projects is very bad!)

Building restriction is one thing, and yet other attributes are still basically unregulated in the US, such as paint - it's interesting to hear of regulations against painting your own house, because I know of a house near where I lived at one point which is painted entirely hot pink. I don't just mean the siding, I mean the windowframes, the doors, the garage door, even the shingles on the roof and the chimney are all hot pink. And he can do that, because he owns the property and the house. It's somewhat of a local landmark, and while I get the idea that some regulations are meant to prevent that, it hasn't done anything negative. I have no idea _why_ he did it, though, or what prompted the idea.

@@ultmateragnarok8376 We do have some leeway in additions to private households under what is called "Permitted Development Rights", but you can guarantee you'll have someone complain. The older British generations just love to complain - it's why developers pay £10s of thousands for agencies to do political/community engagement strategies, even for developments that have been allocated (pre-approved locations for development) by the local planning authority.

Older sports stadiums existing in urban area really highlight such a neat integration and access to the community. Wrigley and Fenway are so unique, and especially with Wrigley its feel so natural and easy to access. I hear Minnesota has a similar feeling stadium now with lots of east ped access. I'd love to visit it one day. I'm hoping Oakland can somehow pull a miracle and get somethign similar built for the A's, but the time may have already passed.

I always loved hearing the backstories of anything, and your episodes, not only from Verde Beach, but from your other series always keep me hooked to learn more about not only the ficticious world you create, but real life as well! Also, I think that you can rename the team, and even change their uniform color by clicking on the Shirt icon on the bottom right of the Stadium image in the info screen for the building, as is shown at 45:48

This stadium district just keeps reminding me of the new Atlanta Braves baseball stadium that was taken 10 miles out of the city to a suburb from its previous prime downtown location. Now the only transit option is a 40-minute bus ride (with an hour-long headway and service ending at 11:20PM) to the nearest subway station. Amazing work as always though. I love the integration of transit options into this design while keeping with the realism of what modern stadium districts usually are. The end product is as gorgeous as ever as well.

I have tried, but I have been struggling to get cities running after the P&P update. I actually spent a full day troubleshooting builds (some of which were submissions from 2021) and had to give up. I'm going to bring it back, but it likely will be early next year and I'll solicit new submissions - even of existing cities - and will change the fork a bit to aid in getting the cities running. The series is a ton of fun for everyone, be but the big hurdle is getting the cities running.

One thing missing from the city, and I've watched from the start, is a customized low-mid income housing project. I actually learned this from Bluffside, when you used the 'slums' theme pack and some mobile homes for the same effect. Creating a housing project layout, with tower apartments that have exaggerated rows, and spacing with those themes, look great. What's more, we can do our bit in the game and make them nice places to live by ensuring park space and access to clinics and schools.

Problem being that if you provide too much access to amenities, the property values will automatically jump. But I agree, low income housing is in short supply. A higher density node for stadium support staff and commercial zone employees feels like a natural fit.

I really loved the palm trees in the stadium district in the previous episode, and then using the same in the residential area not only made it look so much beautiful but tied it in with the stadium district was a genius move. Loved the cinematic shots at the end.

I think, that you can improve connectivity. Lower right corner of new district (1:34 - that is near cargo train bridge) has low river banks - so you can build ferry terminal there. It will connect to Myrtle district, old Verde Beach and downtown.

I'm sure many other people have said this, but I *love* the way you have integrated actual city planning and administration mechanism lessons into each of your videos to teach the world about how planning works and why things happen the way they do. Adds a great sense of real-world connection and practicality to go along with the wholesomeness that is the state of Superior. And the lore around it is a pretty interesting story as well.

Im loving this series, congratulations! This new part of town looks very well thought and planned. I think this build is one of my favorites you've done. I love the large lots for the residential, and the commercial fairway you put htrough it. It definitely gives that "Suburban Highend" aesthetic.

Such a fun video! 🌧 Detroit did another similar development for Little Caesar's Arena called "The District Detroit." The arena was the focus, but it was packaged with the idea of revitalizing the surrounding area to be an entertainment hub.

Thank you for making me enjoy this game as I never did before. After watching your videos I started writing the story of my cities to explain how and why areas develop like they do, and this had amazing results with respect to boring grids and messy development. Keep up the good work!

Phil, I really enjoy not just the story-telling aspect of your builds but also learning about different aspects of actual city planning (like rules and regulations, and how/why things work the way they work in city development). Keep up the good work! I was thinking that while some might think the city shouldn't have relented to Johnson Aggregates' request, the development phase next to the new stadium will greatly benefit the city, so I think it's a win-win

54:48 At the Stadium exit, if you want to go straight, you have to go into the crowded left hand turn lane. I think it would free up traffic a little bit if the you switched and made it so you can go straight or to the right creating a left hand turn only lane.

Unfortunately Verde Beach is (mostly) vanilla, and doesn’t have TM:PE to control turn lanes

Hey CPP. First time commenter but been loving all your vids for some time. I found it amazing when you were talking about the parking spaces for planning. In the Uk for new build residential developments, planners are only allowed to allocate one parking space per house so you end up with densely packed houses on narrow streets with cars absolutely packed in, often meaning emergency vehicles or bin lorries can’t get through!

As an RN, I cannot imagine just how chronically encumbered woefully overwhelmed a small clinic in a prestigious neighborhood like this is. With the heavy influence of tourism and what patient volume that a stadium and a complimentary hotel district would require an actual hospital.

The Verde Beach Meteoites Soccer team struggled for a few years as the newest franchise in the country. Despite their track record, the people of Verde Beach always showed up for their team, even the away games would have little pockets of rowdy Meteor fans. As their influence grew they founded the VB Comets, a charity focused on serving the youth of VB, getting them involved in extracurricular activities and providing good roll models. The team members can often be found at the stadium playing with the youth of VB. One of these young women who was a huge fan of the VB Meteors and captain of the girls Comets club was Elizabeth “Liz” Karter. Liz was an avid soccer fan, had season passes to all the games and had great plans to attend college in downtown VB to continue her soccer career while also studying to become a zoologist. The team was lucky to have a great captain like Liz who could always rally the best in her teammates. During her senior year of High School, Liz was diagnosed with a brain tumor. This was quite a shock to the community and VB rallied around her as she nobly fought this tumor. Liz remained positive, and during long days at the hospital she would watch the games wearing her #14 VB Meteorites jersey. She tragically passed away from this awful tumor. To honor her and her unconquerable spirit, her family and the VB Meteorites founded a non profit to fund research into finding a cure. This year, the VB Meteorites were unstoppable. It was if the spirit of Liz was their rallying the troops. Scores of people showed up wearing the classic #14 in her honor. The Meteorites ended up wining the championship that year. To honor Liz, the stadium was renamed “Liz Karter Memorial Stadium”. And the street name was changed to be 14th Street to remember the unconquerable nature of Liz and the Meteorites.

I quite like hearing you talk about real planning stuff. You'd mentioned parking ratios previously and I looked them up for where I am in Edinburgh. It's really the other way around to what you've experienced, where the ratios seems to be about making it awkward to have cards by having very few bays available! (And they reduce further if they're special bays for electric car charging, or designed bay for the Car Club.)

Second comment from me today! My aunt lives near Twickenham stadium, which is a suburban stadium like you mentioned. She rents out her driveways on game days to merchandise sellers, so suburban stadiums (in the UK at least) are an interesting financial opp for locals too.

While I absolutely appreciate and love the work that your past editors have done, your videos have felt a lot sleeker and more focused since you took the job back over yourself and I think that absolutely adds to the quality, especially since it gives you time to explain mechanisms of city planning and elaborate on your reasoning for why you do certain things. It also feels like in the past few months especially you've narrowed in on a more cohesive and real-feeling story than the loose on-the-fly storytelling you were doing previously, which I think really helps give all your cities a good sense of place and lets me feel more connected/attached

Great video as always! Maybe some office zoning would be good as a buffer between the main street commercial zoning and the expensive housing! Maybe that's where the managers and accountants to the players have their offices 😄

Clouds with the temperture rembering it is November. Surprised there was not some high density, like the developer trying to sell some condos near the stadiudm similar to downtown DC. Also glad the bike connection was fixed to be under the bridge at the end. Enjoyed the episode as always.
