I know this comment is 7 years old, but there is no way to actually tell if this is true unless you were on the development team. Everyone who played the game knows that the language they used was completely made up (as opposed to what is popular in Japanese fictional languages which is that French-Japanese pseudo language). So no matter what we think Mono is saying, we actually will probably never ever know,.
