Actually the US has a policy to "import" immigrant talent for the scientific/medical/engineering etc industries, so long the person and the company hiring can prove they have skill-sets that are not 'available' in the US. It's about the booster rocket coming back and landing safely. Now they can hopefully refurbish the rocket and use it for another launch and greatly reduce cost of a future one.
