Stalin, KTR find delimitation discriminatory against Southern states. How valid are their concerns?

Tamil Nadu CM MK Stalin has called delimitation a sword of Damocles hanging over the southern states, BRS president K Chandrasekhar Rao is also to take up the issue at the national level. According to a research paper published ahead of the 2019 Lok Sabha polls by Carnegie Endowment for International Peace, it was said that if delimitation was to be brought about in India, Tamil Nadu and Kerala would together lose 16 seats, Andhra Pradesh and Telangana would lose 16 seats.

Why not keep the present seats as they are. No one gains , no one looses. 543 seats are more than enough and just about manageable.

The problem is that a single MP (in northern state) has to manage a constituency of a very large population, which is not practical (since population in the northern states such as UP and Bihar has increased a lot)

@@3008venky We can assign more number of MPs to highly populated states... But we can assign lower weights to them in lok sabha... Having a different governing structure in different states may make things complicated...

@@bipingaikwad6710 is the MP in North India washing the asses of all the individuals in his constituency to get tired of having more people under his constituency. If only, the MP's in north India has worked properly, we would not have seen this population explosion in north India. First increase the number of states in north india, UP itself should be divided into at least 5 states. Keeping the MP seats intact, and dividing the north states, increasing the assembly seats based on population and by devolving more power to states can improve administration in North India. The MP seat increase is not going to benefit anyone.

India should seriously consider setting up an independent two chamber legislature where one chamber can be based on proportionate population demographics and the other with equal representation for every state in the Union to ensure fairness and equitable representation in Parliament.

Two situations - one side people are saying that delimitation is bad - bcoz north. will get the more seats - on the contrary same people are supporting caste census - yes to "more population more reservation" -but no to "more population more seats" hypocrisy ??

It’s not the cast but Cast discrimination is the ultimate bane of North india. Whenever empowerment of lower cast comes, North Indian upper cast parties beat it down. Look at the discussion about Santan dharma which abets cast hierarchy. All North Indian politicians especially bjp try to make it attack on Hinduism than addressing the cast connotations in which it was talked about. It’s not south doesn’t have cast. They are willing to confront the discrimination and ready to address is which resulted in social improvement, unlike north. Cast census is important step towards confronting the reality. That’s the only hope in north do a social churning and improve lower cast empowerment.

Exactly, same people who are crying against proportionate division of seat want CASTE NUMBER BASED reservation. Why should people of Gen should suffer for following population control. Plus someone said Caste discrimination is more in north India compared to South India, that statement has no logical and factual basis. Caste based politics is more in North India while in South esp TN , the OBCs have successfully marginalised upper caste Brahmins to capture power. All in the name of social justice.

@@master_elrond Bz Caste is based on social discrimination so merit won't work there except merit within the caste and proportional reservation is needed but the development that happened in south was through proper policy making(social justice based), with good investment in infrastructure and appreciate political process in the states........Both might look similar unless you analyze it properly

I think these actions can be a possible solution: Allocate more Rajya Sabha seats to Southern states (and Developed states, who've managed to control population growth), Devolve more powers to states, Reorganize bigger states into smaller states. With these actions Developed states can be given trust that they're not going to be penalized.

Up Bihar has entire Ganges river system flowing through it , it is the og plains of the country that part of land alone can sustain entire 100 cr population with ease land is too fertile . Population won't decrease there any time soon . South India hosts inhospitable Deccan trap region people here are settled in costal regions traps are empty always .

When it comes to "reservation" - reservation should be provided on the basis of population. When it comes to "delimitation" - delimitation should not be done on the basis of population.

Bjp cannot just take away seats and punish states which have controlled population . It would be an extremely disasterous and bjp knows it well .. As a solution the government should try to introduce new factors like demographic performance index ; governance ; economy and area etc . Giving seats just on basis of population would not be correct.

Not just our souther states, Maharastra, Gujarat, Haryana, Punjab and many other states in West and North india controlled their population growth and reached replacement level birth rates. Madhya Pradesh which is twice the size of Tamilnadu has lesser population than Tamilnadu. Madhya Pradesh has done very well interms of controlling population.

It is inferred that implementation of women's reservation is linked to delimitation, so as to accommodate additional seats required for women, without cutting the men's strength in parliament as it stands now. However, Southern states have a genuine argument that their representation in Lok Sabha will come down if the new sensus only becomes the basis. They feel being punished for performing well on family planning front, which is a genuine concern to address. I suggest the following: 1. The distribution of the current strength of 543 not be disturbed, representing erstwhile sensus. Only the additional seats being added, over and above the 543, be distributed based on the next sensus. 2. The increase in seats can be minimized, by accounting the existing strength of about 15% of women already in parliament. Which means the increased strength of Loksabha should be 85% x 543 x (3/2), which equals to 693. It will amount to an increase of 150 seats. 3. The above will ensure that all the existing members, whether men or women will continue to retain their seats. And the additional 150 seats created would go to new women members. 4. Also, there is no need to crowd the new parliament, using it's entire capacity of 888.

I don't think that u are correct, in the last delimitation of 1971 the MP's' have been alloted to the respective population at those times . So whichever states that loses MP's have actually reduced pop. and whichever state that will gain have increased their population

The purpose of delimitation is meant to be equal representation. But as rightly said by prof, this leads to a situation like spain-catalan etc. The delimitation should first start by expanding the number of collectors (other executive staff based on population) and local assembly seats. Coming to the parliament there has to be a compromise, if not in lok sabha atleast the rajyasabha somehow to maintain the equilibrium.

If the delimitation allows to have one region more power to change the constitution....it is not equal representation. India will always have different ideology and regional differences, constitutionally giving one region more power is not equal representation imo. losing 32 representative from a region is not equal representation.

Tomorrow a fundamentalist local regional party can do anything. It may be imposing something other part of the nation without their will. As in the chat it is already imbalance 80 seats just from one state?, and same people give excuse there is no national leaders from South or other part of the country.

@@shivaaditya5619 I don't know, may be increase the administrative wing in those states, more efficient local bodies, more district. These state leaders proved already they are relatively inefficient. Obviously it is not people's mistake imo, but same regional politicians grabbing more power will not go well imo. Anything except an unequal constitutional power will work I think. But whether existing central govt will have a healthy discussion on this matter is a question mark.

seems this so called issue of delimitation would be employed as bargaining chip by the so called authoritarian govt at state level with the parties in power in respective states and need to be seen if it will cause more friction mainly with states where they were never in power or see very limited chances of gaining power or may be giving step motherly treatment in terms of the funds and aids such as GST, disaster assistance etc , need to come up with the proper approach to bring the proportionate representation based on the nos so that no one suffers or there are no interstate tussles (already which are there for river water sharing etc)!! Need to also see what will be the fate of NE states after this exercise considering the mess that has been happening in the second term of governance!!

In Australia, the number of seats to parliament is based on population, whereas to balance the power of every state, they have equal number of seats in the senate (rajya sabha). This kind of keeps the balance. Additionally candidates/parties total votes in the state decide who is going to represent you in the senate (rajya sabha). This would also mean if parties do not become first, they would still have representatives in the senate (rajya sabha).

There's another solution. - allocate lok sabha allocate seats by population. - allocate rajya sabha in reverse. That'll also increase voice of the smaller states.

It is correct to say we should come up with a formula which takes socio economic things also account for delimitation. The guy isn't clear in his calculations. DK says, even now BJP has 278 without southern seats which will still be the case after delimitation, but the other guy says, if BJP sweeps UP-Bihar it'll be 220 which is two thirds of total seats. He's making the calculation with 543 seats in mind but after delimitation it'll be around 880. UP-Bihar's 260 seats will still only be 30% of total seats..

I my opinion the simplest solution will be to just divide the current constituencies (parent constituency) into two daughter constituencies. The boundaries them them shall be setup to such that population is halved. Just like a cell division. Every gains exactly on basis of current levels.

I would divide seats based on per capita income and revise every five years

Take average growth in population of all the states (in percentage terms) . Set the average percentage growth in population as a minimum line and start delimitation. Compensate the states who have fallen behind the average growth percentage and make them in parity with the average percentage growth. So lets say average growth in population in all states from 1971 to the latest census is 150%. If some state has only 120% increase in population just add 30% variable and then allot the seats to the states. You can also penalize the states as well in the same form. So, lets say if some states population has increased by 160% which would be 10% extra than the all India average. You can cut the population growth in consideration by some percentage let suppose it will be 20% of the extra growth. Then the population growth that will considered finally will be 160%- (20% of the excess 10%) which is 158%. How about that?

in your simplistic formula.. the worse a state performs on population control, the better a deal it gets. Ideal thing would be to freeze current numbers or proportionally increase the seats. State assemblies can increase no. of MLAs to better represent their populations.

You are mixing Reservation with Delimitation. Reservation is given for elimination injustice of the past and help low caste people. Delimitation is about Parliament representation not jobs or economy Already South India is subsidizing a lot and giving more funds to UP and Bihar. Also giving a lot of jobs for people migrating from the North. If representation from South India decreases and central government penalises us more. If future you will have problems of session or radical parties comming in to power in South like Shiva Sena and MNS.

I am a little surprised by the arguments of the guest which fundamentally conflicts with the idea of democracy..his arguments says something like this-“this guy is poor , he has five children, he doesn’t earn enough to pay tax and therefore his vote should be worth less than that rich guy who pays taxes and had just two children “ . As it is the idea of social and economic equality is utopian and there goes the idea of political equality .

It’s always the politics not the individual to be blamed for the low social situation in north. End of the day everything boils down to individuals cast and the discrimination based on that. as long as cast discrimination continues in north as it’s done now, things would never improve. This is when the discussion about Santan Dharma and hierarchy of class is very important. The most resistance again Udayanithis sansthan talk came from upper cast North Indians BJP. I don’t see much hope from north unless the problem is faced head on

The other side of the coin is not being discussed. The Northern States are a large consumer base. Production from the industrialised states are being absorbed by the larger population states. An analysis of GST data will throw light on actual ground reality from an economic perspective. Rather than talking politics, a more grounded data driven discussion would have been meaningful time spent for listeners.

We mostly export software,industrial machines, handicrafts,cash crops etc..I certainly don’t think any of it goes to UP,MP or Bihar they just don’t have the purchasing power, if anything they come as cheap labourers to southern states

The speaker seemed to be a guy who writes rahul gandhis speeches. First of all "India is a union of states", good one there. Second seats in parliament is based on fertility rate and gdp growth , next day they will say seats in parliament will be based on no of film stars ? Excuses never seem to come down. This guy didnt answer a few of the important questions which are 1- karnataka and gujarat which have a good gdp and around the same population as that of tamilnadu have way too lesser no of seats than tamil nadu, that is TN-39, KARNATAKA-28, Gujarat-25 2- the population density of kerala is way too high its gdp is also not that much, also it has around 1 crore less population than odisha yet it has almost the same seats as that of odisha , in what logic ? 3-in wht universe maharashtra which has a better gdp(100 billion follar more),a good population density, good industrialozation has only 9 more seats ? In that logic why does west bengal has more seats than tamil nadu, karnataka , gujarat ?

We don't want the same thing, India should not be run by Ambani or Adani controlling BJP or Congress and then fooling people in North India without doing any development running this country. If national elections are won by winning just Two states who vote on caste and religion, then the country will be in Jeopardy as there is no accountability for the Government. See the current situation, out of 4.5 lakh new Technology jobs created last year in India. 80% coming from Hyderabad, Bangalore and Chennai. 10% from Maharashtra. 6% from North India and 4% from the rest of India. There is no growth of Jobs in North it was 18% in 2014 now down to 6%. If this continues for a few more years then people will be on roads.

The opposition should be left out of the issue if they do not know how to do constructive criticism. But I think when comes to delimitation PM Modi should take everyone along however obnoxious they may be and just get it done with. Here is a formula, maybe a dumb one, but I say just calculate the current percentage representation of each state in Lok Sabha out of 545 seats and then allot the same percentage in terms of seats to those states. In this way, people will get benefited who are underrepresented and maybe everyone would be satisfied, maybe.

This could be more disastrous than what meets the eye. Southern and Western states are getting back much less revenue that they contribute to Central kitty… why? because the funds are being divided based on multidimensional poverty index, gap between rich and poor states, population etc. Southern states have reduced population growth to replacement levels, invested in education, healthcare, girl child empowerment, and a whole host of things that boost human development index (and rank better on multidimensional poverty index). Instead of being rewarded for doing the right thing and helping the country, southern states will have their relative strength in lok Sabha reduced if population become the main criteria for delimitation. We need real statesmanship to navigate such dangerous minefield.

Madhya Pradesh which 10 crore more population than TN has only 29 seats while TN has 39 seats. MP always had more population then TN but MP was unfairly undercut for decades.

Various proposed options to circumvent this issue of lopsided delimitation exercise. - In the finance commission, allocation of funds to states should have higher weightage to population controls. As of now it's the lowest. weightage. - States should be permitted to retain some portion of their revenues, instead of giving all to central government. - Redrawing of state boundaries so that each state has generally equal population, so that all are represented equally not proportionally. This may be difficult but it will have some semblance of equitable justice. - Remember our nation is a Union of States and a quasi federal government

The current system with Anti Defection law has made all MP rubber stamp of the party. In this system, an MP represents his party and not his constituency. In this perspective, it might be unfair for citizen of southern states. But if the MPs were not bound by Anti defection law, while representing their constituency, it would be unfair for residents of North. They would be considered less a citizen than their fellow residents of South just because they were born there.

Let us propose to have seats based on the percentage each state contributes to the national GDP. For example if Maharashtra contributes 14% then 14% of seats in parliament to MP's from Maharashtra and so on. Why should progressive states with good progress be punished and laggards like Bihar be rewarded with more seats?

Because, upon independence. Southern states took population control seriously and used public education to reduce the population growth. Now they are going to be punished for doing that by loosing seats.

After independence, the South Indian states implemented effective population control to help the country. Why did Rajasthan not do that? Now, without helping the country by implementing effective population control, you cannot ask for more seats and reduce the representation of people who implemented the population control scheme well. Given this history, seats cannot be purely assigned based on population in a state.

You cannot encourage irresponsible population multiplication by giving them more say in the country. For example, if a southern state with low MPs wants something(could be a project or something which can be given to only one state) from union govt and a Northern state with high number of MPs wants same thing. To whom would they give? Another example, if govt introduces the bill saying Hindi(you can replace it with any other bill) is must for all states, with the new delimitation the bill will definitely pass independent of, if entire south MPs vote against it. And what will stop southern states from giving up family planning? The south won't do that but they might say "enough is enough we want separate southindia country." which is not good for our country, and many foreign countries (both west(US) and east(China)) just want that.

Not just our souther states, Maharastra, Gujarat, Haryana, Punjab and many other states in West and North india controlled their population growth and reached replacement level birth rates. Postponing delimitation may not work . Delimitation is an essential electoral exercise and as a democratic country we are bound to carry it . Even the next solution isn't good since certain state would he more represented in comparison to people in it . Under no circumstances we should deviate from population as the sole criterua for delimitation. Southern states gave always had less representation than northern states since 1947. Then central government itself should not have brought up the policy of population control, this is like punishing the people who abide by the rules and this is utterly injustice. There must be a way out form a committee to take representation from every party of every state and discuss, this great country has always solved the greatest probs this can also be sorted out. But if forcefully the central government tries to push this on us we will fight back and none of us will bear it. This is a very serious issue and the central government must do it through dialogue and discussion or else this will never happen.

Social Justice is not done by just giving seats in the cabinet. In my state Telangana government gives 10 lakh cash transfer for each and every dalit family. Can any North Indian State can give this amount. All the Central schemes are copied from South. Rythu Bandhu is copied Kissan Samman. Mission Bhagiratha is copied as Har Ghar ko Jal etc. Modi is a very good politician but not as good an administrator as Southern Chief ministers. My state Telangana was 9th richest big state in country by percapita in 2014 but now it is 1st richest state followed by Karnataka, Haryana and Tamilnadu. Telangana with half the population of Gujarat earns more taxes than Gujarat. Once our KTR said in Interview, Telangana has not done any Investment summit in last 9 years but attracted 5 lakh crore investment and created 16 lakh new jobs. Whereas state like Maharashtra, Uttar Pradesh and Gujarat are doing investment summits every few years but there are no jobs but Mou from big businesses.

Maharastra , Gujrat are bigger and quite ahead from our state . telenganas biggest problem is inhospitable deccan core lack of water which was and still is the biggest problem . and yes kcr wins election by playing state identity card each time the great sage who created telengana from united andhra well for good tough . his party and family is similarly involved in corruption as was jaylalitha in tamil nadu . hydrabad is the only region where all of telenganas resources are poured . for that instance Maharastra has mumbai , poona , nagpur and gujrat has ahmedabad , surat , rajkot all on equal footings .

Learn more about Medical devices Park, Datacenters in Chandan Valley, Mobility Valley, Kakatiya Mega Tectile park etc. Telangana has the highest percapita in the country among big states 317000. Have you ever gone to Maharashtra and North Karnataka. Just see How pathetic their roads are. I went to Suryapet recently while traveling to Chirala in AP. I saw all concrete roads and proper underground drainage built all over town. It is very hard to move IT companies in rural Telangana because there is not enough talent or facilities. In my company apart from Telangana, AP there are people from North, Pune, Bangalore and Chennai working together in a project. If you ask them to work from Suryapet they will simply resign.
