but again that will not be the solution as the population will still be more in purvanchal region. More people =more seats =more MPs. As India follow this system only . What people ignore is that the state of UP and Bihar have historically more population because of large fertile land . As in past people tend to have only some basic necessities like food housing and clothes so river banks provided very suitable position for civilizations to grow. That's why it was natural for those states to have more population. Infact this is the story of every country whether it is United States or china or Russia. But big population doesn't mean good only . As more people means government have to spend more on insuring good livelihood to them . More competition in home market etc . Moreover southern states have rich coastline too so they generate more money as our bulk of import and export it carried through this States. So will it not be good if those states will share Monet with other states too ?? Should the northern states be punished for having rich and fertile land ?? Remember India is not china here you can't force people to produce less children. It can only be reduced by providing people with education and contraceptives . But as I said earlier for this States the sources of income is limited as most of them are landlocked ( big industries prefer location close to seas for export means) . This complexities may have been the reasons why pm Indira Gandhi and Atal have not touched this issue . And this will be an 'Agnipath ' for anyone who would choose to do it.

It is better to divide the most populous Uttar Pradesh states into many small states than to raise the Lok Sabha seats in the states. When the Uttar Pradesh state are divided, the population is also divided, so there is no need for more MPs due to less population in the divided states. Development of the state is more important than more MPs.

World is facing a population collapse. Which is not a good thing btw. India hasn't Industrialized yet. Population is not a problem for us atleast until we Industrialize. Imagine a third world country going below replacement ratio. Southern India is not Europe, it still looks like a third world.

Not really. It is a mischaracterization that population controlled states are responsible while others are not. Kerala sends much of its brain power overseas while they should send its educated brain power to other parts of india. I can call this action of Kerala also very irresponsible where their population cares for their personal growth but don't want to share their education with other backward areas of India

They get degrees after their parents sell their home to provide fees .if a Kerala man go to Bihar and UP for job what he will get? How he will be able to lift their family how will repay loan from a low salery available in an over populated country. If you see the income gap between poor and rich in our country it is increasing fast .more the population , rich are becoming richer . while the average salery of majority is not increasing according to inflation as unemployed are desperate to do job for any salery .This is a fact . Living standard (quality) cannot be achieved if country keep on increasing in quantity . Kerala people go abroad send valuable dollar back to india. that is what every over populated developing country desperately needed. @7 years and those problems can then br curbed by having more representatives in the Parliament as most central funding would go in developing those underdeveloped infrastructure. Don't complain then that South India will have lower representatives in the new Lok Sabha. Keep sending your brain power outside India for person gain and foreign exchange that only goes to Kerala and develops Kerala and does nothing for the rest of India. So far as what an educated Keralite can do in UP is for their entrepreneurs to open up a factory or a business in UP or Bihar. They can hire management from Kerala while workers can be sourced locally. They can boost the local economy and add a blend to the local culture. It will benefit everyone. Nurses are sent in 1000s to Middle East from Kerala, they take up govt jobs and in 3 months are entitled to take bank loans which pay off all debts of their parents in Kerala, they pay these loans off in 3 to 5 years in the Middle Eastern country. Send these qualified nurses to other states of India where they are needed but NO they are all greedy looking for Dirhams, Dinars and Riyals. Don't sing the National song of unity when it suits you and be greedy behind the scenes when it doesn't.

*It's simple* . Delimit the parliament, BUT: 1 state = 1 vote All the members of a state vote for what the vote should be for their own state. Then it won't matter how cramped you make your own state, you still get 1 vote for national issues.

There should be a new formula and instead of population alone, it should be a set of new parameters and weighted average of such parameters should determine how many seats each state gets. For example: population, size of landmass, contribution of each state towards GDP etc. This will encourage each state to do better in every parameter.

FYI cities all over the world are drivers of economic growth because cities are where majority of economic activity and people that facillitates them live. It seems to be a well-intentioned idea (in theory), and one could also think of adding more social indicators to it to make it more inclusive. But the weights for those weighted average might get manipulated and hence the process might become controversial. Wonder how it can be implemented!

We need to decentralise the subjects. Central Government should largely look at defense, foreign policy and home security issues. Most other subjects should be handled at State level. Accordingly, States should get more allocation from tax collections and have incentives to be fiscally prudent. This way the power is decentralised and the issue of delimitation will be less of a worry for states.

For assembly seats it is not much required but should be done periodically. But for LS is very much required and of urgent need bcoz there is lot of disproportionate representation.

TFR at which population remains stable is 2.1 and not 2. This accounts for infant and child mortality. At a TFR of 2, the population growth is actually below replacement level and is gradually falling.

I see there are a few options. 1) Split the states that have too much area and population. And set caps on the max number of seats a state can get. 2) Create a Duckworth-Lewis formula to calculate the number of seats each state gets to balance population and responsibility. 3) A combination of 1 and 2. All of them need amendment to constitution.

The easiest fix to this is to change the rajya Sabha and make it more like the senate in the US where each state has equal power. This helps prevent the south and the NE states from being alienated and disenfranchised. Also having every bill to be passed in both houses (unlike now where the money bills only go through LS). If we don't do this there is a greater likelihood of destabilisation of the Union and a potential increase of secessionist or sub-nationalist movements in these states. The south already complains about getting very little for every rupee it sends to the centre, imagine what will happen if they are further penalised by reducing their political power at the centre.

US senate has by their constitution 100 seats, every one of 50 states have two senators(equivalent to MPs in India) each, doesn't matter what the population or geography. So every state has a voice at the Union level.

That is for the Senate which is the equivalent of the Rajya Sabha. The House of Representatives which has representation proportional to the population, is the equivalent of our Lok Sabha. In the Indian system, the Lok Sabha has more weight (eg. finance bills, etc.) than the Rajya Sabha. In India, unlike the Senate, the Rajya Sabha also has seats per state proportional to the population of the state.

While people may think the apartheid within India is North vs South the main dividing line is actual rural vs urban. In Karnataka for example Bangalore actually provides the economic surplus which is then siphoned off for “schemes” mainly in rural areas where the politicians come from. I am not againdt rural development but people in cities are treated like we have all luxuries and idea of India is villages which should be glorified. I believe urban should get more seats with empowered local bodies which will reinvest surplus into improving roads, sanitation and education etc

Number of seats should be increased in such a way where proportionate share among states remains constant. For example at present UP has 80 (14.73%) and Kerala has 20 (3.68%) in Loksabha of 443. If Loksabha expanded by 303 seats (Total 846 seats), UP should have 124 seats (14.65%) and Kerala should have 31 seats ( 3.66%)

Nope. This will lead to more problems. Earlier most of the South states were under Madras. Later due to linguistic movements, separate states were created. It is better to divide the most populous Uttar Pradesh states into many small states than to raise the Lok Sabha seats in the states. When Uttar Pradesh is divided into many smaller states, the population is also divided, so there is no need for more MPs due to less population in the divided states. Development of the state is more important than more MPs.

The simple solution to the problem is to increase the seats in all states such that their percentage contribution is the same as on today (2022). For instance if UP has 80/543 (contributing to 14.7 %) today, in 2026, they would have 125/848 (still contributing 14.7 %). Kerala with 20/543 (contributing 3.7 %) would increase to 31/848 (3.7 %). Since states with smaller population would have more seats for almost the same population, they would be better represented as MP per capita would increase. What would be a better incentive to control the population growth ?

@Shekar Gupta ji, I fail understand how avoiding resolution of this looming issue is wise. I think it is high time a solution needs to be found. A possible solution to Apportionment of seats in Parliament would be to increase the seats based on current population without changing the current ratio of seats by states. Probably the criteria for delimitation can be altered to include the size of the constituency among other factors.

The real problem is a lack of effective decentralisation. The South feels cheated because of the sheer amount of power and financial heft the Central Government has. If more aspects of governance were left to the States, and States had a greater share of the fiscal pie, this would not feel like such an intractable issue. Any decision-making power that someone in the South is not comfortable with giving away to North Indians is likely to be power that should rightfully have belonged to the States in the first place.

Very well put. The south sends way too much money to the centre and gets very little back and most of it is sent to the northern states. Even the vat system is not great for the southern states. Increasing their governments power to keep and spend their money is definitely an improvement. Secondly, I also think we should rethink the way the RS is organised. Improving the power share of the southern states there (also having money bills passed through RS) will improve the situation. Giving way too much money to the poorly performing states and then handing them the greater power is simply untenable and will lead to poor management of the Union government

It is indeed an issue if the states that performed well on population gets the wrong end. On the other hand if the number of of people decide the seats then the northern states should get the lion's share. One way to resolve this could be to assign weightage to population and performance. One cannot ask TN to fund UP forever. On the other hand, things like quota and reservation also needs to come down. Also need to look at if there is communal angle to it.

A way out of this conundrum would be to apply national population growth to every lok sabha constituency and a "desired population estimate (DPE)" can be worked out for each constituency. Based on DPEs new constituencies could be worked out.

Awesome video as always shekhar sir. If parliament is expanded, UP should be broken down into 4-5 states as has been proposed before, and Bihar to 2 at least. Just a minor correction though, fertility rate is not a % but a whole number, 2 children per woman, or rather 2 children per set of biological parents(2). So ideal fertility rate should be around 2.1 given the likelyhood of child surviving till reproduction age to maintain a population without immigration, India is too crowded and could do with a little bit lower though.

The policies and politics of India has always been UP,Bihar, Rajasthan centric which was at the cost of eastern and northeastern states. Tamil Nadu had raised a very fair point and if India wants to save its federal system it had to punish and get in line the non-performing states. The more population increase, the more poverty in a state due also because of poor governance and the cycle,if continues would only deteriorate the living conditions. But that would not have consequences only for thst state , it would have a spiraling effect on other states of the country . Even now,workers from states side Bihar,UP,Jharkhand and Orissa are migrating to southern and Western states in large numbers. Sooner orator, it may lead to social tension. But situation may worsen ,when the northern MPs would start imposingbtheir agenda on whole of India including southern states. Finally,but more importantly , the states successfully implementing family planning programme would be discouraged. Is it not ridiculous that instead of rewarding states for contributing in national programme for over-all good of the country,the southern states woukd be lunished,while on the othrr hand, the irresponsible states woukd be rewarded for their delinquent attitude ,which cause harm to the country. I have been fearing it for quite some time. One person one vote formula needs a second look simply because more populous states will have a larger share in the governance regardless of their contribution to the national economy. Southern states have also fared better on the law and order issue. Take a look at the number of rail-rook agitations on the Agniveer scheme in north and south; on the number of trains and govt property damaged in protests and agitations, rapes and other heinous crimes.

Go back to 1960s. the vast majority of state sponsored govt managed industries were built in the north, and DMK made full use of the slogan " North prospers and south decays" ( the tamil version is more catchy and poetic), and explained one of the reasons for the growth of DMK. If it had been left to private enterprise to set up factories, this argument would not have risen. And now any changes in the north/south portion of LS seats, would create disaster, no matter how you look at it.

Solution to this to some extent. Divide states. We need 50 states. 1. Constitute a new states reorganization commission. 2. It will help in easing these tensions 3. Also ease these inter state border conflicts. 4. We need smaller states and smaller districts.

*It's simple* . Delimit the parliament, BUT: 1 state = 1 vote All the members of a state vote for what the vote should be for their own state. Then it won't matter how cramped you make your own state, you still get 1 vote for national issues.

May be you should talk less and listen more. Shekhar has in fact addressed the very same issue in the past, making more or less the same argument that population explosion is a major problem and the biggest hurdle to India's plans for development. This was a different issue, which didn't need a mention of the Muslim/Non-Muslim divide in the analysis. I hope you know that there are more Muslims in the North than in the South.

1. To reward the southern states for doing good. The overall seats Expansion of Lok Sabha should be done not on population but on Geographical area of each state. 2. Union of India should strengthen Federal structure i.e. more Legislative powers to States. Delhi should only govern- Defence, Security, Foreign Relation, Trade and Currency. 3. BIMARU states must work on grassroot level i.e. make Municipal Bodies efficient. Might even choose to have new and Bigger Vidhan Sabha and more Vidhan Sabha seats. Bdw. Why is no one talking about Vidhan Sabha Expansion in BIMARU states? Wheneven the Loksabha Expansion happens, I am sure our politicians will do everything to make situation worse.

A related issue is that the southern states are funding the backward states of UP and Bihar. First, the financial model needs to be fixed so that each state has autonomy over it’s own finances. Second, governance needs to be de-centralized with more power becoming localized. Then, the problem of parliament representation becomes a non-issue.

Why can't we split every state into same number of constituencies and then demarcate each consistency's size to equalize the population in each within the state? That might give equal federal representation to ever single state, but would also have localised proportionate population based work load and resource balance. At the same time all consistencies would then have similar number of population to deal with, and those areas with higher population densities will be broken into more constituencies enabling better management and also have equitable representation in state politics as well.

Only solution is multiply the current MPs into two eg- Gujarat has 25 mp so make it 50 , Delhi is 7 so make it to 14 in this way every one will be happy . Best thing will be to pause this for another 20 years as India is growing and North is growing even faster that will neutralise the burden on the south . We must not penalise them for their good governance as it will unnecessarily create tensions and de incentivise the states to perform well . The best option may be to increase the seats by a fixed percentage, say 20% or 25% for all the bigger states. For smaller states like Sikkim or Goa you may increase by 1 or 2 seats. Similar increase may be made for Rajyasabha and state assemblies.

Why increase only for 'big' states (I.e. bimaru states)? That's the issue- giving bigger hindi heartland states more representation is drowning out the voices of smaller states who also incidentally have their population under control. The best option is for the south to secede. We are gaining nothing from being part of this federation of hindi speaking states of mostly poor & illiterate people obsessed with religion.

@@manunair5881 Bigger states are states except north eastern states (except Assam) and Goa. The smaller states have only 1-2 seats in Lok Sabha, so you can increase by 1 or 2 seats. Regarding seceding, it will be easier for you to secede personally from India. Since you have the tail of 'nair' probably Pakistan or China may be interested in you. 😀😎😛😁🤣😜

If southern states were a separate country, their GDP per Capita would be similar to Eastern Europe level in 2022. They will be hugely penalized after Parliamentary seat realignment and favoring the BIMARU states listed above by SG ( UP,MP,Bihar,Rajasthan,Chattisgarh and Jharkhand) will get huge benefit by having far more MPs. Lok Sabha bills will be passed favoring these states. Even the languages in other states will be under threat as Millions of unemployed youth from BIMARU states move to South, Maharashtra and Gujarat etc for jobs and demographics of these states change permanently. 🤔

I believe 2.1 is the replacement rate and not 2 A few observations - 1. States should be given a bunch of parameters to perform on with an incentive of higher representation in the parliament if they perform well 2. The divide isn't North - South but Bimaru - Non bimaru - is my reading correct? 3. Looks like we haven't celebrated J&K's performance in bringing down the fertility rate - at least I didn't hear enough of it. This further breaks the perception of higher rates amongst Muslims

It is better to divide the most populous Uttar Pradesh states into many small states than to raise the Lok Sabha seats in the states. When Uttar Pradesh is divided into many smaller states, the population is also divided, so there is no need for more MPs due to less population in the divided states. Development of the state is more important than more MPs.

The House of representatives (lower house) has representation based on population and state may get more or less seats depending on population inflow or outflow. Hindi language and Hindi speaking population is the most pampered and entitled community in India . Despite they are least contributing on national building.
