Symbolically, I think him dismissing the 3-inch rule in the S4 finale is also the writers finally showing that they've abandoned that angrier, somewhat flanderized version of Hopper from S3, returning him to his more subdued, melancholic, and caring personality from Season 2, cemented with the "bitchin'" line callback. Might me reading too much into it, but hey, I like this show.
