Handcuffs causes temtem to be trapped when hit by moves if they are exhausted. If the move exhausts them it also traps but as long as the tem is exhausted at all handcuffs works.
The handcuffs are also dangerous for your own temtem, I was once fighting an opponent and their vulffy had handcuffs and it was exhausted, so the vulffy uses lifeful sap and it’s own handcuffs trap it, next turn it died
