Great Question Liz! Most of the processes or systems you learn about at school you have to understand as a whole. For example, in maths, you need to understand how to predict and chart linear equations on a graph- it's not something you could memorise for every possible linear equation. On the other hand, knowing Pythagoras' theorem or your times tables is something you simply have to wrote learn or memorise to support your learning- it only really makes sense when it is applied to a larger concept or question.
