This is an HBO Comedy Hour special of the comedy of Bill Maher. Bill had been hosting the Comedy Central and U.S. ABC network late night show "Politically Incorrect with Bill Maher" which was very popular at the time.
"We have the Bill of Rights. We need a corresponding Bill of Responsibilities."
Apologies: the video displays some upper quarter discoloration. It occurred during the capture from tape to digital. Could not be helped or rectified.
