The thing about the Challenge of the Super Friends,the reason the Riddler was in the League of Doom was because the producers felt he wasn't used much in the earlier Batman and Super Friends cartoons.
There were only 11 Superfriends to take on the Legion, which had 13 members. So, to make it 13 versus 13, they could have added the Atom and Hawkgirl. (I don’t know why she was left out.)
It was more even than that. The Riddler would give the Superfriends clues to help them stop the Legion's plans, so you could argue that the Riddler was technically a spy for the Superfriends. By that accounting it was 12 vs 12 not 11 vs 13.

Cue the extreme comic book nerds screaming "Waaahhh, that's not Giganta's origin! She was a gorilla that got turned human, waaahhh!" Yeah, _that_ origin sucks, whether they want to admit it or not. I like the idea of Giganta and Apache Chief (or whatever he's called nowadays) sharing the same origin, only he chose to use the power for good and she chose to use it for evil. It's a compelling reason for them to be each other's nemeses, rather than reducing Giganta to just another lab rat.

ya capital gives you the ability to grow wealth but in his case it would be part socialism not just capitalism because he stole/took/"taxed" the money from the people.
I'm not sure about socialism; theft seems like one of those habits that doesn't quite fit into any economic system or government. But if he were to take, say, stolen American money, launder it through front companies (or whatever), convert it to the currency of another nation and invest it there, that might work. Sure, money laundering's a crime too, but I don't expect someone like Captain Cold to concern himself much with that.
Captain Cold might invest in an ice cream truck and share some with the other Rogues. Although, he would be wary of leaving the money next to Heat Wave (a known pyromaniac who accidentally set his house on fire and was too fascinated by the flames to get his parents out).
Toyman is too immature and short-sighted, but he's probably the smartest of them all, maybe even more so than Luthor and Brainiac. I mean Toyman built crazy machines that defied every law of reality, from plastic that's harder than any metal, to beams that can send you into fairy tales, to creating ships capable of traveling to other galaxies in a day and even technology that can not only control black holes (opening them and closing them at will) but create planets from scratch inside said black holes with their own laws, and fill them with giant sapient toys that can even give Superman a run for his money. The guy had no limits to what his crazy tech could do, his only flaw being that he was too insane and childish for his own good.
Lex Luther thinks he's got a great criminal mind seeing that he's Smarter than Superman he thinks that his mind is superior that of the Man of Steel....not..... remember good triumphs over evil whether you have super powers or not and as for Brainiac... his computerized brain isn't that good he thinks he is better than the Riddler or Lex..... Where does the Riddler get his riddles from, not even I could think 🤔 of any

Well, since the Batman Adventures was airing at the same time DC decided that the major super villains of Batman could not appear on both shows, so it was decided that the major villains would be split up accordingly. In the last season of the Superfriends the Joker and Penguin did appear on the show for the first and only time. It's all on wikipedia if you want a more detailed description.
I love Scarecrow. These were real cartoons. Not the politically correct garbage of today. They had a Legion of Doom on Space Ghost. My favorite cartoons were all 60,s of course. Jonny Quest was the Best. Speed Racer, Thank You! Japan. Of course Spiderman 67/68. All the Hanna Barbera classics of the 60,s Scobby Doo etc.
