As for supergirl going back in time, pretty sure she used the legion ring to do that but if there was another time I’m missing please correct me. But yea Barry can still time travel, he just chooses not to.

Even though they speak about superman and Lex famous rivalry in the past but still for now we don’t see it. I hope we will see Lex in the Superman and Lois show in some capacity. If not then oh well, a missed opportunity.

He did actually theres one scene in supergirl 5x9 where superman and lois r on argo.While clark(superman) was changing baby Jonathan's diaper lois was saying "Superman champion of earth,the one who defeated doomsday and apprehended general Zod." So maybe lex created doomsday and in the batwoman crisis on infinite earths crossover showed an other earth where superman died because of doomsday.
