My guess is that you are either getting too close the target, preventing your hip from rolling over, or you are starting the kick too early in the turn.
@tkdguide rear leg has improved since I watched your videos, and not bring my knee past the target. Front leg or fast kick if I want to hit with my foot 90° I literally have to face away from the target, if I keep my torso side ways leg comes straight and generates power from swinging motion and not snap.
