Technically, neither Decade or Zi-O can defeat each other as they have counters to each other (only bad writing from a recent special made Zi-O seemingly stronger though still lost to a weaker power). As far as I see it, Decade and Zi-O are the equivalent of an unstoppable force and a immovable object. If they were to team-up there'd be very little anyone can do about it with how deep their powers go not to mention their natural abilities such as Decade's ability to world/time hop and Zi-O able to create alternate timelines at will. But yeah, pretty much boils down to writing as A LOT of the time Riders are heavily nerfed in favor of the newest Rider getting the spotlight or trying to push some new form/power-up (cause toys).
They Nerf Zi-o's riders way too much since Toei said that Zi-o's riders were the strongest riders of all time. Fuck you Toei , People can't imagine how powerful Zi-o will be in his full power level know as the strongest rider in history and Why you always Jobbed Sougo's Team.

Decade is broken because decade was created by shocker to be the destroyer of all, he was supposed to be the Armageddon the end of the riders but he chose his own path and turned on those who wished to use his power for evil and generally just does whatever he wants he’s still not fully a hero more of an anti-hero, and Omha zi-o is more powerful than decade as he controls all riders powers including decade

Zi-O is stronger than decade. Oma Zi-O has the power of every rider, including extras, dark, and movie riders. So if includes decade and all his forms. At this point there isn’t a rider stronger than Oma
You shouldn't have to watch the scenes out of context. You have to watch Kamen Rider Decade before judging what you're seeing. But one can't watch Kamen Rider Decade without seeing the previous series either because Decade is an Anniversary series and many alternate Riders from other series come out, even ran into some Sentais. Seeing only the transformations does not allow you to appreciate the series or the characters.
Decade has the benefit of using alternate versions of the previous Riders without spoiling much if anything. It's a good season for new people to get into and is also the shortest season. It helps build interest in watching the original versions if they like it enough.

Sougo revealed it was all an act , as he had grown tired of the foolishness of Riders and Sentai. No matter how hard he had worked for them they always looked down on him and mocked him. To get revenge on those corrupted humans he would become a Member of TV Tokyo.
