If i found a game breaking (in a good way) glitch in any game i played, i would ABSOLUTELT keep it a secret. Not only does it reduce the chance of being patched, it means others cant use what i found myself

Their exploiting something, so according to your logic, it should. Cheating is actively giving yourself and unfair advantage through nefarious means. Exploiting an existing, but unknown technique is NOT cheating.

If you were beating your opponent by exploiting, say, you know they commonly dodged to the left on knockdown, then that’d be fair, because it’s something that’s applicable for everyone in every scenario; reading your opponent is a natural strategy in gaming. Here, he exploited a weakness in the game itself. An unintentional design flaw that gives you an unfair advantage. That’s cheating. If it were a natural PAC-Man technique (and PAC-Man players are capable of many things), then it’d be fine. But pac-man shouldn’t have been able to do that by the intentions of the game. It’s a glitch, It’s abuse of a glitch, that’s commonly considered cheating. Hiding it was just a dick move tho lol

Feels like cheating to hide something that's that busted and clearly not intentional, but doesn't look like it was that big of a prize pool so I wouldn't say its that big a deal.

I mean it’s named after Ness’s glitch being the thunder jacket but the difference between the two is that Ness only gets one use of his while Pac-Man gets to keep it forever. Ness is also a rare pick due to being easily counterable and having horrible recovery options on top of his jacket being much harder to set up. Pac-Man is a high B tier in SSF2 and completely changes the course of the match with this glitch, so no question here it deserved to be banned.

It's only cheating if a generates an unfair advantage. Every single person could have done the exact same thing as the pac man player, but they werent knowledgeable enough to do it.

He didn't break any rules, he found a weakness and used to his benefit. Had he deliberately altered the games code so that only he could win, that would be cheating but he didn't, he found something that was built into the game by the developers which gave him his benefits.
In my opinion: Yes that would definitely be cheating. You aren't meant to keep the item, let alone WEAR IT and become basically invincible. Hiding it from everyone makes it that much worse.
I wouldn't say hiding it makes anything worse it just gives him an advantage and you could say that about ANYTHING that other people wouldnt know how to do.
