Nothing beats out the astethics of early 2000s and SWAT (the movie) portrays it very well. As the 90s passed on, many people and the government still stuck using the old tech. Like that old body armour that has lots of holes in it as attaching point, then a lot of police vehicles was a customized version of their civillian counterpart (the Bomb squad truck and Suburban / Tahoe for instance). We also seeing early 2000s technology comes at play throughout the movie. SWAT armed with M4 that has weaponlight and optics on it, they also drove in dedicated heavy truck which served multiple purpose including as a command post... Some of them are wacky but many of that technologies and concepts are carried into the current operation of LEOs in the America.
