Engines with holes in, odometers that have been tampered and the tax payer footing the bill... It can only be Part 2 of my 'No more BMW Police Cars in the UK... thanks to N57 Engine Fires' Video!
After taking a look at the end of BMW badged police cars, I did a little bit more digging... and what I found is quite shocking.
Join me as I explain why these BMWs are failing, talk you through some of the comments on my previous video and take a look at what is happening to the Police BMWs once they're off the fleet. It's a pretty entertaining journey as we look at a catalogue of errors, own goals and well... fraud.

Just thought I'd add a little story here: Many, many years ago a work friend had the idea of 'reducing' the mileage on his Renault 5 that his dad had bought him. I had a little bckground knowledge of this, so offered to help. My mate was giving it the 'big Charlie' about how his dad was a car dealer so he was just spreading the idea that he also knew what he was doing. After we'd taken the steering wheel off and removed the instrument binacle, we were ready to change the odometer. However, I couldn't stop laughing when I saw what was written on the back in Tipex. The phrase "Oh no not again" still makes me smile to this day! Enjoy.

@CaseTheCorvetteMan
@CaseTheCorvetteMan Год назад
@@JohanHultin they're checked by fleet management and verified by 3rd party here, you need to enter the odometer at the servo when you fuel the car up as well, and if it doesn't fit within a range based on a few things including the odo reading at last fill up, you will either have to check and confirm it is correct, then sign the receipt, OR you will have to force an overide, again signing the receipt, so everyone knows who authorised that fuel up and what odo reading was on that car at that time. To defeat the system and adjust the odo reading on a Police vehicle here would not only be incredibly difficult, it would require pretty near 100% co-operation from any officer likely to drive or fuel up that vehicle, and that will NEVER happen, i for one would never leave myself open to getting nailed for that.

Great story Geoff, thanks for bringing this up. I remember, as a young, 17 year old, trainee mechanic in the mid 80’s, watching my boss remove and disassemble the dash of a car and turn back the dials using the wooden end of a match stick. He knocked about 30,000 miles off the thing before putting it back into the car and putting it up for sale. ( the wooden match stick was used because, unlike a metal screwdriver or similar, it would not leave marks on the dials ). When I said to him, “ I thought that was illegal !”, he said, “ Everybody does it, even the police ! “.

Even new vehicle dealers can reset mileage on delivery miled vehicles and I've seen them do it . People all over everyday are having odometers doctored , guy near me does speedo and keys and they line up outside with the German marques for correction. Some come yearly pre MOT or service not to mention the number of lease loan private cars done inc motability vehicles . I am just imagining here, but imagine if the guy drilling the hole also attended the auction with his friend. Imagine how easy it would be for him to just drill a cheap part of the engine that's easy to fix so his friend could make 15k buying, fixing and selling it. Imagine him getting a kickback. It would be so easy for the mechanic to find someone within the trade and to arrange that they will drill a cheap, easy part that's easy to replace and to tell his friend which car to bid on. In my view, that is stealing from the tax payer and corruption. Do you think anyone would ever have connections to the motor trade and make it easy to fix these cars, perhaps taking a kickback for doing his job extra carefully? Would it technically be illegal if he did properly drill the engine and disable it, only in a cheaper way for the garage to fix? After all, he did successfully disable the engine with a drill. Could he mask the kickback by receiving cash in hand? or a discount on a new car? We will never know. But it's an easy way for a man to make a kickback. I'm sure some will have thought about this

If you don't know the scale of criminal activity in Polish police, you don't know the true disgrace. No gang, no criminal group is rotten as much as the police. They punch 130km/h across the town. Drunk during the night patrol, not even slowing down at the crossroads with the STOP road sign. They turned ON the emergency lights and signal on the roof. They make it this way because when a car crash happens, it is entirely the other car owner's fault. They commit crimes like they would drink morning coffee. They are 100% above the law, even with a murder caught on camera. The entire nation has lied - they made up the event so it looked like the cop shot and killed a young man because he defended himself from a youngster's attack with scissors. The cop was only asked to retire. Killed a young guy when without no reason tried to catch him while holding the gun in hand, safety-off, round in the chamber, finger right on the trigger. The ministry made up the entire story at the moment's notice. Nobody (aside from the people demonstrating the next day) faced charges. So that's the current Polish govs scum for you.

The main advice is even if you buy a car from a main dealer before you do for the sake of around £15 do a check with one of the following companies as they also check if cars have been police cars etc and also have history of vehicles going to salvage auctions as unrecorded crash damaged vehicles that should be write offs but some how skirt around the official channels and don’t get registered as such so dodgy dealers buy and repair them and there then sold as having no major accident damage recorded. I used to work in a used car dealership in Ireland and it was the same story there. My boss would buy in bulk, usually from auctions and even though cop cars never had much history, me and my colleagues could spot them a mile away. Messed up wiring looms and holes in the rear parcel shelf were a dead give away, along with the spec etc. And even though we never clocked them ourselves we had our suspicions about a number of them. Our service manager explained just how easy it was. Definitely needs to be looked into.

One of the safest cars to buy was an ex-police car as even though they had well over 100,000 miles on the clock they were fully serviced! I purchased them through a salvage auction, I collected both the vehicles from Winsford in Cheshire via Synetiq. The BMW had a printed service history showing that Babcock International had serviced the vehicle between the services carried out by BMW in Park Lane. The Land Rover had similar service history attached with the V5c. The miles displayed matched the service history on both vehicles. I would accept that both the cars had slight challenges, the Police had disabled the Sat-Nav on the Land Rover and even the main agent couldn't get it to work. The BMW was fairly basic and there was plenty of holes to fill and paint, but it did have the dual battery system and electric folding towbar.

The Garage who MOTed the car told me that to fix it would cost a lot as it was electronic and would have to be replaced, but it did not have to work to pass an MOT. So I never bothered. A relative of mine (this is the early 80's) worked for the police garage in Ealing and yes, he said he was told to clock the cars before they went out!!! Surely this can be done outside of the MOT testing process and therefore avoiding the extra cost that this could incur. Isn’t there an option to declare mileage when a car changes keeper? This could be made compulsory. With clear evidence that this is resulting in fraud, how can the issue be ignored? Crazy.

There is no guarantee that the car wouldn't catch fire or fail in some spectacular way, so to avoid any claims, they drill the block. I would suspect BMW know exactly the methods of failure and may have advised them to destroy the engine. The DPF will not clog driving up the motorway, it will clog when left idling for an extended period. When I worked for an OEM (test engineer) we had loads of problems due to the long idle periods and then driven fast. Mainly due to carbon build up withing the engine blocking sensors, actuators and oil galleries

I’m a 60 year old semi retired mechanic and started messing around with cars when I was about 12 so I’ve been repairing cars for a very long time. Auctions have always been a place to get ripped off if you don’t know what to look out for and what checks to do before bidding on a vehicle. Back in the day you had very little or no come back against the auction house so you paid your money and took a chance. I’ve seen so many dangerous auction cars that have been completely bodged or even stolen and given a new identity and put back on the road. Thankfully you have got a lot more protection nowadays but there will always be a minority of dodgy dealers or traders that will do anything to make money and not worry about the consequences of the poor person that buys the car. This latest scam or scandal needs to be stopped and investigated and needs lots of press and media attention to make the public aware. As you rightly said clocking cars has been going on for decades but do you realise it’s not just the police that are doing this there are lots of lease companies and large businesses that keep cars under 3 years so they don’t need an mot that get put through an auction and sold on to anyone that has the money. These cars can easily be clocked before going for there first mot and sold on as low mileage cars the same way as you discovered on the police cars you looked at.

I made this move to distance myself from the dishonesty of the automotive world and to let my reputation speak for itself through customer referrals. Yet the dishonesty I aimed to distance myself from comes knocking at my door now more than ever from shady used car dealers asking me to use my high end diagnostic computers to clock older cars because where I'm from the department of motor vehicles only keeps odometer records for ten years. Another loop hole is that "technically" it is legal to clock vehicles here if the engine or transmission has been replaced with one from a car with less miles. I suppose dishonesty will follow you anywhere that a dollar can be made.

I think trading standards found a way to stop it, and of course everything is now searchable on the internet.

Factor in massive after sales support and discounted parts for police workshops and training them to undertake servicing AND paying them to do warranty work. In terms of discounts it will not be a like for like due to specific police specifications, however I’d hazard a guess that it’s 30% to 40%. I watched your first video and totally agreed with it. I just cannot agree on this video. You state in your examples of cars going through auction showing high mileage and once sold through a dealer, the mileage drops. Some of the comments show that some people actually have interpreted this as the police are doing the clocking. If I sell a car to a dealer and then it is clocked, it’s not my responsibility to follow up the cars journey once I’ve sold it? Once someone suspects that a dealer is clocking cars, I would suggest going to trading standards. As for Essex/Kent police not putting their cars through an mot prior to sale, just imagine the costs and logistics of it. They don’t need to do it, so as the Kent fleet guy said, why put them through when it makes no difference to the hammer price? In these times of cost cutting, that is another cost that the tax payer doesn’t need to pay for. Some dealers have found a nice little loop hole, and an easy way to make money, you have highlighted this well and that is where the problem is.

Seen a lot of these recently from police Scotland BUT when you do the HPI checks for mileage they have actually recorded the mileage when they took the vehicles out of service, so shows the importance of doing the HPI check regardless of mot history they still have a known past mileage but may not be the case for all the police forces disposing of vehicles.

They are usually purchased via Corporate lease. An external company brokers the lease, and then disposed older vehicles at the end of lease period. Don’t get so excited. Same as any other organisation - car lease industry means that private buyers/customers subsidise losses from Corporate lease deals.

A common trick used in the days before electronic speedos and camera vans was to simply unplug the speedo cable for a while every year, a mate had a XR3i that he used every day averaging over 500 miles a week. He owned that car for about 3 years and during that time it did less than 10 thousand miles.

I worked with a guy who’s car had a digital odometer. The only thing he had to do was pull a fuse out to stop it from working. If I remember correctly, I think he even fitted a toggle switch so he could turn the odometer off when he was driving long motorway journeys. The fuse also stopped his speedo from working but he either didn’t care how fast he was going or used a gps app on his mobile phone.

@@notmenotme614 once you know your car you can rely on the rev counter to show how fast you're going, I don't know too much about digital speedos although I do know that there are companies that offer a "mileage correction service" whereby in the event that your odometer has malfunctioned and is now showing more miles than it should they can reset it to what it should be (or what you tell them it should be lol). The downside is that you can't go less than the last mot and I've heard of several cases of cars never performing the same after interfering with the mileage, whether that's to do with the ecu or the people who changed the mileage didn't do it right I've know idea?

Great video & it’s shocking to hear that some police forces are effectively allowing their fleet cars to be “clocked” before selling them through the auctions. I myself bought an ex-police vehicle in mid 2014 with a genuine 152k on the clock - I confirmed this as the vehicle had been serviced by the local BMW dealership & hence supplied me with a comprehensive service history. Keep up the good work. 👍
@pugpete1
@pugpete1 Год назад
They aren't allowing anything. They are selling it through the auction. The buyer (often a car trader) then clocks the car, and the fact that police cars are exempt from MOTs means the usual method of catching this isn't available (mot history). The only valid point is that if the police MOT'd it b4 selling then it would make it more difficult/limit the amount you could clock it by. But why should they have to pay for an MOT to stop someone doing something against the law? That person shouldn't do it anyway, if it's mot'd or not. Where do we draw the line? BMW are continuing to manufacture and sell the cars. They are allowing it!!

It's not shocking because its not true, the Police aren't selling clocked cars through auction, not sure a 4 year old Hyundai with 167000 miles at auction has been clocked... if it has, only to add mileage?

@@gnarzimtb755I agree the guys missing his tin foil hat. 😂 the police service their own cars, they have mechanics of their own. I don’t get why he thinks it’s the police responsibility to make sure someone doesn’t clock the car after they have sold it… and it’s some kind of scandal. And yes you bet they don’t pay full price, neither would anyone if they were buying hundreds of thousands of cars each year. It’s good business for bmw to sell them at below cost too!

Changing the mileage isn't actually illegal, it only becomes illegal if you claim that the mileage is genuine. At one time a lot of traders used to put a sticker on the speedo stating that as they couldn't guarantee that the mileage displayed was accurate it must be considered false.

Totally agree. As an Estate Agent I had a brand new Renault company car. Just over a year later, the DPF light came on ( because it was used around town stopping and starting) I then drove it as the manual advised to turn light out but the light didn't go out. I took it back to the dealer, who said they were going to charge for a regen as I had driven it too carefully ! I then asked if they would put this in writing, which they refused but they did then do regeneration for free. This is a scandal and should be highlighted more. Maybe GB news would cover this story ?

As for DPF engines, the regen is all good BUT, the problems come with the ASH buildup in the converter from the REGEN Soot burn offs, this ASH usually needs to be removed and is not a cheap exercise or the motors ECU will put it into limp mode until it is cleared out.

A family member has bought a clocked car before. Only found out by accident, years after the fact. It was a Honda Civic which had been used as a taxi. They bought it on around 55,000 miles (or so we thought). A few years later, while replacing the engine because it was burning insane amounts of oil, we found out the mileage had been altered and it was probably nearer to 120,000 miles at the time of purchase.
