Here in California, what you call "rough sleeping" is illegal in most places, even sleeping in a currently registered, perfectly running vehicle. Citations are given for "Illegal camping". Once, on a rainy night, 2000 hours, I pulled into a parking lot, and was there about 30 minutes, engine running, playing a video game on my cell phone, and police threatened me with an illegal camping citation, just because they could see by the stuff in my vehicle that I was likely living in it. I argued that I was not camping, based on the fact that none of the criteria listed in county ordinances were present, being that I was not sleeping, or using any camping equipment, or sitting for a long period, etc. Officer responded that the city had rewritten ordinances such that "we can get you for anything". I was a bit put out by that, and pointed out that they were using the law to harass me not for anything I'd done, but rather the circumstances I was in. It falls on deaf ears, however.
