No he wasn't, just was friends with Dave from the stand up circuit so appeared on the show in a couple minor roles, never has spoken of writing for the show and has never been credited for it, but he has talked about acting on the show.

i honestly think it's funnier that it's not him, that's the point of satire, the whimsy that Dave adds to build this incredible caricature of Jackson's characters... i don't want a spoof that takes itself too seriously...
