Actually, considering how old the controller looked in the second last book and how much younger he seems to look in the final book it's very likely Stephen retired after the events of Thomas and Victoria and Richard is who we see as The Fat Controller in the final book
In the books, there were actually three Topham Hatts: Sir Topham The First, his son Sir Charles Topham Hatt, and Charles' son Sir Stephen Topham Hatt. Later on, Stephen's son Sir Richard Topham Hatt is set to take over the railway.
Very well done! Something interesting I saw one fan creator do was the have Sir Thopham Hatt III's daughter follow him as controller rather than his son. Just seemed like an interesting extrapolation of RWS cannon, and I actually rather like it. It doesn't seem too unreasonable that one of the Hatt's might decide to go down a different career path. (I think the fan interpretation I saw had him decide to go into IT.)
None of this is in the TV series, in fact the original Fat Controller, is called Bertram and he’s the one in the TV series. Bertram was not the name by any Awdry

In the TV series you can tell when the Fat Controller dies and gets replaced with his son because the narrator changes or the studio changes. e.g when it changes from Ringo Starr to Michael Angelis and when it changes from Britt Allcroft to HiT TV.

Also, Lady Jane Hatt only became Lady Jane Hatt upon Topham I's bestowment of knighthood. Her father, was only a Baronet, just like her husband would become. So growing up, she would've merely been, "The Honorable Jane Brown" or Hon. Jane Brown for short.
