The episode with buggy was actually a cannon + filler episode. It was originally on the cover pages of the manga chapters. And they animate it to be 2 episodes, so they have added lot of things which the original writer hadn't written. That's why it felt a little boring

Smoker is actually one of the good marines and I like him a lot too.
