You just gotta think many people spent time modeling all the out of map stuff, adding textures and making it a solid surface to walk on. Why would they add the most wird stuff if they weren't gonna use it. If they were on a time crunch dont you think they would of made it as low grade and blank as possible
Back in 2019 they said the map size will be 4x the size of its predecessor DL1. Obviously this was a lie. Could be the remnants of a planed but cut area. A whole district (Esylum) was cut from the game and even shown in trailers.
