There's something hilariously wholesome about Skooma Steve actually caring about the adoring fan and wanting to bring him on his crazy adventures. Also, flipping, jumping, and rolling to ragdoll into walls will never not be funny.

You need some moderate fame (above 5 I think) and then just wait in the Temple district in the IC, works for me! A lady comes to you and starts the quest.
