Barbara Slate wrote a graphic novel of the Mueller Report which condensed all the pertinent points and characters in to about 29 pages, with graphics, so it wasn't a lot of reading. I don't agree with your assessment of the attention span of American Citizens. Despite what the right wing politicians and media claim, law enforcement tends to attract more conservative (small c) folk. So that gives the organisers a wider pool to choose trustworthy people to run something like this. Once you have the right leadership team in place it doesn't matter what comes through as they'll have built the processes in a sufficiently complex form that makes it easier to "misplace" tips or to cause enough confusion about who should deal with it that no one does.
