This line of dialogue is so fucking stupid that i wish i could figure out how to remove it from the game without breaking things since its quest dialogue lol.
I'm going to spend tonight figuring it out and release it as a mod on the nexus. I'll post it here when im done. IMO, aside from fixing beggars changing voices mid conversation, (which people already did, sortof) this is the ONE line in the game that is just so absolutely atrocious and out of place in the gameworld that its worth going through the effort of removing, lol. I think it actually wont break anything, its just been a couple years since ive opened the editor and dont want to go through the hassle of finding the record for this rumor and disabling it. But it should be that simple.
@@GlidingZephyr Heh, another problem vanilla has, yup - probably one of the easiest to fix ever. You can configure the value yourself in an easy UI (bashed patch) or just dl a mod that increases the bounty They'll tackle the bounty for pretty much everything, really. But big time on murders.

One example is that if you so much as grab an orange in a house, a guard will basically materialize right next to you and demand a fine or else it's the dungeon for you. Of course, you can also resist and try to kill him. It's things like that which can show that Oblivion's laws are flawed at best lol.

I was deciding if i should use the "no psychic guards" modification, but questioning if the developers did it they way they did intentionally for gameplay balance But seeing anothers opinion so strongly about it is convincing me, though still not sure entirely...i feel like its relatively easy to not get caught in oblivion and part of the fun is the fact that you have to do it perfectionist to do it at all, kind of like the old Thief titles

The actual reason Ohtimbar is stealing things is because his responsibility value is at 0 where most citizens have a value of 50 or 100 (being the highest value - committing no crime) I believe 50 for some goes for INN goers or people who share spaces or factions so they aren't viewed as thieves by other npcs for grabbing consumables. a value of 30 or less will result in npcs committing crimes such as stealing and even murder in some cases. (if not sharing same factions) The reason why I believe Ohtimbar is being called out for crimes but no guard appears is because he shares the same faction as Tertia I'd assume if he was outside and a guard saw him he'd be attacked.. in fact he might be attacked once he leaves the store. Checking the npcs in Cheydinhal now... Ohtimbar is literally the only one with a responsibility value of 0 oddly enough. I suppose he acts normally most the time and the devs never caught it :P So what may have happened is that Ohtimbar could have originally had a responcibility value higher than 100? Which may have reset the value down to 0.
actually all you have to do is open the console, click on the NPC you want to change and then type setav responsibility x, where x is the number you want to set responsibility to
@Ancient Apparition Using chest engine for this endeavor indicates you don’t know anything about Elder Scrolls at all, and perhaps more. It’s so unfathomably unnecessary to use cheat engine on Elder Scrolls games for PC, and maybe downright stupid.

I love the random robbing NPCs. Highlight of my life was when a random NPC enters a tavern, everyone goes nuts and chases him to the streets and a huge brawl breaks out killing half the city. Nfc what and why. I guess he stole a sweetroll.

@The Red One It might be called Charisma in your D&D game, friend, and in many other RPGs, but in the Elder Scrolls series---or Oblivion in particular---the attribute is called Personality and the skill related to persuasion is called Speechcraft.

At 1:16 you see a guard entering and instantly leaving the house, the reason he leaves instead of killing him is because the NPC had enough gold and paid the fine. This is actually how the crime system works in Oblivion for NPC's. However if he keeps stealing he will eventually run out of gold to pay the fines and the guards will kill him
@@KanohiVahi its a thing of beauty really. Idk i have this sense of nostaliga for oblivion as I played it for years when I was younger and i even bought it again on steam last year. I love how stupid the AI are.
I like how Ohtimbar is always walking in sneaking position. It makes it seem like he's been up to many illegal things and doesn't want to get caught. No wonder he's so outspoken about the fines.

“Help! Help! Were being mugged” Nobody comes. Player’s fingertip just glances against an object and all the walls transform into over-zealous brutish guards.
He got fined 5 gold and told himself never again He put all his levels into charisma. Seems to have worked out for him. Not even the guards could stop him now.
That mohawk with that pattern baldness is a really confusing combination. Not sure if he just only applied minox as a vertical line or he has the most incredible widow's peak in all of creation.
