I wonder if with big tyres and low pressures that are becoming the norm, an expanding foam could not be a simple solution, without being too heavy. You could add a certain amount inside the tubeless tyre, as you do with the sealant, through the valve and then rotate the wheel while the foam expands. You'd need a foam that has some amount of squishyness once cured.

They’ll be slow, heavy and uncomfortable to ride compared to top rubber. Just by virtue of the expertise of top tyre companies using specialist compounds. These will be for commuter bikes only.
