THEY FIXED IT 

So when the PS4 port first came out, the game ran 10% faster which wasn't too big of an issue... until the Mz. Ruby fight. That extra speed threw the whole thing out of sync and made it incredibly difficult, however now there's been a patch, and it has been fixed.
