I think she's the only one that has a persona 4 awakening instead of p5's awakening. This is because unlike the rest, she hid herself from the truth like the characters from p4, contrary to p5 who summoned their personas to right the wrongs done to them.

@@Konh-Minh No. It is because she was inside her own Palace. Her shadow was right beside her so I'll be nonsense that she had to release it from herself when it was right there. The shadows of the other members were on their conscience so that's why they were released by taking off the masks.
