This is why you should replace your diesel filter regularly 

Those 'water droplets' look like air bubbles caused by the diesel hitting the drip pan !

Might be a quickie but still valuable information, thanks. So, if you can just turn the filter upside down and drain the water out, is that good enough to drain the water out and reuse that filter - does it have to be a new filter?
