406 Mhz has its cons, 406 = UHF does not go far but will penetrate buildings just fine not sure if the 406 is FM or a digital signal...but the only signals that are ideal for under water would be either Upper Side Band or Lower Side band...all other modes of radio signaling are useless while under water. The 121.5 is VHF, AM mode again useless while under water. However the 406 had the option of being coupled with a GPS Data bring the search area down. GPS Data is only 2 wires from the circuit board. Now days the 406 is sold with GPS printed on the Board with no option of not having it. When it comes to Satellite phones they have a host of issues, as their reliability is very questionable. Not sure if they had EPIRB's? but if they did not survive the impact then they did not self activate the EPIRB's.... 200 feet above the ground is NOT ideal to get a signal out...Let alone if they single engine failure upon take off.
