I’m trying to figure out which of these men was more blackout, and I think it’s Haydee since he was in more of the movie, drinking on-screen, and did not once appear to be of sound mind. Plus he seemed like he was ready to get into a fight at any moment. Okumura just seems kinda sleepy.

This looks like it was shot in the High Desert like between Victorville and Palmdale areas. We have a lot of "failed film students/actors" in these areas after they wash out of LA and Orange County. It's like a bunch of kids doing the local faire scene decided to make a movie. Noting the one library is "Brand Library" which is in Glendale, this would seem to fit rather easily.
