Yeah, closest we get is that hes not at full strength because of it.

And since those abilities are literally just part of his biology and he could use them even as just a head. There's absolutely no reason he shouldn't be able to use them. The only reason he doesn't is because 1 freeze requires contact with jotaro and DIO was very cautios about approaching him. And 2 he didn't use lasers because they were slower than the world and require him using his own blood to use them which he wouldn't want to waste since his goal is to gain joestar blood not spend it

Actually, Dio stated his powers were weakened, but in the same scene he said this he was still using his regeneration, so he can still use his powers but they're weaker. But this weakening only affected the left side of his body so being the harshest possible way we can judge him, he'd still at least be able to use the powers on the right side of his body fine.

He did say his powers were weakened but after he comsumed enough humans the weakened power would be strengthened again.
