Some important based information (not in order): - Silco's motivation is not (only) out of revenge, it's to get more opportunities for the undercity (as they suffer through and are kept weak by piltover) - Tank dude did dig a hole into the wall and Vander was basically freed so they probably would've got out by another minute - Powder obviously can't forsee that - the undercity has probably been in this bad state since many generations - Vi staying with Powder at the end would have probably got themselves killed so it is actually a fortune for her that she did that
To answer the question, I'm siding with Silco. He is not a good person and his flaws become even more obvious later on, but he is correct in thinking that violence in this case is the only way to make change. Vander is keeping the status quo to protect those he loves, but status quo in this case is just horrible.
Vander has seen war and experienced the loss. He's lost his will to fight. The question becomes "What is best for the next generation", and it's really a decision for them to make... not us.

Silco all the way. You cannot stand down forever. Your brothers from the past would agree that having a bit of food and friends does not make a life. You gotta stand up for freedom by any means. As for Silco. Silco didnt want revenge, he wanted Vander on his side. It was an ultimatum. Come with me or get out of my way. Vander refused. As Silco said "you had your chance". If Vander would've accepted, they would've joined forces. There is no proof that would've meant that Vander had to take the shimmer. He just wanted his support in uniting forces. Silco isnt a bad guy per say. Throughout the series he stayed loyal to the cause. His means are brutal indeed, but there arent many options when you are outnumbered and underpowered. He is more forgiving than he looks. Even with the chem barons, he only kills as a last resort. He could've ended them in that meeting but he didnt. In ep 9 he spares that lady and only kills the instigator (which he already spared once). He takes Powder because he relates to her. He has no use for a small child. Screw Piltover and their elitist upperclass bullshit.

Also, the reason Silco doesn`t sound like the other Zaunites is because his lungs are infected from the Undercity pollution in the River Pilt(That`s also why his face and eye are fucked up)when Vander was drowning him and he is descended from Piltovan miners and industrialists who wanted to give the mages a fair shake after the Rune Wars when the Council and Enforcers did not so they got exiled to the lowest, most polluted part of Zaun.
