I don't think " Se le hizo una infraccion por pasarse un rotulo de un alto" is the right interpretation for "You are charged for an infraction for running a stop sign". An officer gives a ticket to a driver who commits an infraction. I have never heard in Spanish in Latin America police officers say "Le voy hacer una infraccion".
