if you set the metering mode to manuel, EV and speed up/down does not affect anything - as its nae suggests it controls the automatic compensation like on a camera
When both min and max EV is set to the same value the brightness of your camera can’t change and therefore it doesn’t leave weird light fragments left when you suddenly change a lights visibility as it can’t try to adjust the brightness
